All words and phrases used in this article shall be construed and have the same meanings as those words and phrases as defined in Act No. 303 of the Public Acts of Michigan of 1967 (MCL 281.1008), as amended.

Sec. 12-27. Operation of motorboats on Sears Lake.
On the waters of Sears Lake, sections 5 and 8, T2N, R7E, Milford Township, Oakland County, it is unlawful to operate a motorboat.

ARTICLE III. DIVISION 1. Sec. 12-51. Control of swimming.
(a) Swimming shall be allowed only in Lake No. 1 in Camp Dearborn, and only within those areas within Lake No. 1 specifically marked and designated for swimming and only at such times as it is indicated that the beach is open and that camp lifeguards are on duty.
(b) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-52. Deposit of dangerous or obnoxious materials.
No person shall deposit or abandon anywhere within Camp Dearborn garbage, sewage, bottles, refuse, trash, waste or other such materials, except in designated receptacles provided for such purpose.

Sec. 12-53. Glass containers, foodstuffs.
(a) No person shall have in his or her possession or control any glass bottle or similar container, or any foodstuffs, on any beach area within Camp Dearborn, including the beach parking lot.
(b) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-54. Weapons, dangerous items.
No person shall have in his possession or control any rifle, shotgun, pistol or other firearms, sling shot, club, blackjack, pellet gun, air rifle, fireworks, explosives or other dangerous substance in Camp Dearborn, unless a duly authorized officer of the law.

Sec. 12-55. Fires.
(a) No person shall start or maintain at Camp Dearborn, except in picnic stoves, fireplaces or other provided for such purpose.
(b) No person shall dump any burning material or hot ashes into any trash container within the camp.
(c) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-56. Closure of park.
(a) No person shall use the facilities of Camp Dearborn between the hours of 10:00 p.m. and sunrise, except with the express permission of the camp authorities. The foregoing shall not apply to residents of Tent Village, or other authorized to camp within the park on an overnight basis.
(b) No person shall use or occupy any areas or facility in Camp Dearborn when such area or facility is closed to the use of the public for any reason which the authorities deem just and necessary.
(c) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-57. Entry, egress restricted.
All entry to and egress from Camp Dearborn must be through the main gate only, located on General Motors Road.

Sec. 12-58. Dogs and pets.
(a) Dogs, cats and any other similar pets are prohibited at all times within Camp Dearborn.
(b) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10.

Sec. 12-59. Alcoholic liquors.
It shall be unlawful for any person under the age of 21 years to purchase, possess, transport, consume or have under his control, any beer, wine or other alcoholic liquors, unless such person is employed by a licensee under a license issued by the liquor control commission and is possessing, transporting or having such alcoholic beverages in a vehicle under his control during regular working hours and in the course of his employment.

Sec. 12-60. Penalty.
Every person convicted of a violation of any provision of this article shall be punished as prescribed in section 1-10 of this Code.

DIVISION 2. Sec. 12-71. Watercraft restricted.
No person shall operate any privately owned watercraft, whether motor propelled or otherwise, on any lake within Camp Dearborn, except Lake No. 2. This regulation shall not be applicable to boats owned by the City of Dearborn and those rented to the public to be used in designated areas.

Sec. 12-72. Operation regulations.
(a) Any person operating or propelling a privately owned watercraft on Lake No. 2, or operating a city owned watercraft on any lake within Camp Dearborn, shall operate the same in a careful and prudent manner.
(b) No person shall operate any watercraft at a rate of speed greater than will permit him to stop within the safe assured clear distance ahead or in any manner as to interfere with the lawful use of the water by others.
(c) No person under 16 years of age may operate any privately owned motor watercraft.

Sec. 12-73. Towing skiers, boards, etc.
(a) Any privately owned motor propelled boat used for the purpose of towing water skiers, surfboards or other similar devices shall be operated by not less than two people, one of whom shall keep the person or persons being towed in their constant observance, unless the watercraft is equipped with a 170-degree wide angle rear view mirror.
(b) All persons being towed by any motor propelled watercraft shall wear a suitable life jacket or life preserver.

Sec. 12-74. Restrictions on launching.
The launching and operating of all privately owned watercraft on Lake No. 2 shall be restricted as follows:
(1) No person shall put into the water or launch any watercraft, except at designated launching sites.
(2) No motor boat shall be launched or operated unless such motor boat shall be registered and marked in accordance with the laws of the state governing the registration of watercraft.
(3) No person shall operate a watercraft between sunset and sunrise, unless with the written permission of the camp authorities.
(4) No watercraft shall be pulled up on shore or parked in any location other than designated launching sites or docking areas.
(5) No watercraft shall be left on the lake or the shoreline overnight, except with the express permission of the camp authorities.

Sec. 12-75. Alcoholic liquor.
No operator or passenger in any watercraft shall have in his possession, or consume, any alcoholic liquor.

DIVISION 3. Sec. 12-86. Traffic regulations generally.
The state vehicle code, Act No. 300 of the Public Acts of Michigan of 1949 (MCL 257.1 et seq.), as amended, shall be in force in Camp Dearborn and is hereby incorporated by reference. Such rules and regulations as are contained therein shall only be enforceable when promulgated by the director of public safety and when signs and/or pavement markings that would apprise the ordinarily observant and prudent person of the intent of such signs and/or pavement markings are in place.

Sec. 12-87. Speed regulations.
(a) No person shall drive a vehicle within the Camp Dearborn area at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance, in compliance with legal requirements and the duty of all persons to use due care.
(b) Where no special hazards exists that require a lower speed, the speed of any motor vehicle shall be 15 miles per hour, except where otherwise posted.

Sec. 12-88. Parking.
(a) Vehicles shall not park within the boundaries of Camp Dearborn except on or in improved parking areas and drives.
(b) Vehicles shall be parked in such a manner so as not to interfere with other vehicular or pedestrian traffic.
(c) The areas improved for parking and/or lying within the boundaries of Camp Dearborn, when posted with appropriate signs and pavement or space markings that would apprise the ordinarily observant and prudent person of the intent of the signs and/or marking, shall be as follows:
(1) "No Parking" except within a parking space so designated by pavement marking.
(2) The unmarked portion in parking lots and aisleways, "No Parking."
(3) Such other areas relative to stopping, standing, or parking as shall be designated by the director of public safety and suitably posted.
(4) All vehicles parked contrary to pavement markings and/or signs are parked illegally and may be ticketed and towed at owner's expense.

DIVISION 4. Sec. 12-101. Purpose, authority.
(a) The purposes of this division are to promote and maintain peace and order and the general public welfare and safety of all persons residing or visiting within the confines of Camp Dearborn as maintained by the City of Dearborn, Michigan.
(b) The police department established in this division is created pursuant to Act No. 246 of the Public Acts of Michigan of 1945 (MCL 41.181 et seq.), as amended.

Sec. 12-102. Established.
There is hereby established a police department with full power and authority to enforce all local applicable township ordinances within the confines of that particular area of the township commonly known as Camp Dearborn.

Sec. 12-103. Personnel.
The chief of police is authorized and empowered to appoint as deputies to assist him such persons as may be designated by the officials of the City of Dearborn to act within the limits of Camp Dearborn in the enforcement of all applicable laws and ordinances as pertains thereto.

ARTICLE IV. Sec. 12-126. Definition.
As used in this article, the word "authority" means the Huron-Clinton Metropolitan Authority, a public body corporate under the laws of the state, and its duly authorized officers, employees and agents and representatives.

Sec. 12-127. Swimming restricted.
(a) Swimming and bathing are prohibited within the boundaries of Kensington Metropolitan Park, except in specially constructed swimming pool facilities or in areas marked as swimming areas. No person shall use any swimming pool facility or marked swimming area except in accordance with posted rules and regulations governing such use.
(b) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-128. Wading restricted.
(a) Wading is prohibited within the boundaries of Kensington Metropolitan Park, except in swimming pool facilities or in marked swimming areas; provided, that the prohibitions of this section shall not apply to fishermen actually engaged in fishing.
(b) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-129. Litter, obnoxious materials.
(a) No person shall deposit or abandon in or on any lands or water areas within the boundaries of Kensington Metropolitan Park any garbage, sewage, bottles, refuse, trash, waste or other obnoxious material except in receptacles provided for such purposes.
(b) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-130. Glass containers.
(a) No person shall [have] in his or her possession or control any glass bottle or container in or on any pool area, beach area or baseball diamond in Kensington Metropolitan Park, or in any other locality in the park where possession of glass bottles and containers is prohibited by posted notices.
(b) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-131. Weapons, dangerous items.
No person shall have in his possession or control any rifle, shotgun, pistol, or other firearm, slingshot, bow, arrow, crossbow, pellet gun, air rifle, noxious gas ejecting devices, fireworks, explosives or other dangerous devices or materials within the boundaries of Kensington Metropolitan Park; provided that a law enforcement officer duly appointed by the United States, the state or by a political subdivision thereof may carry a firearm as required for the performance of his official duties, and may have such possession of other dangerous devices and materials referred to in this section as is necessary for confiscation or removal; and provided, further, bows and arrows may be used as specifically permitted by the authority.

Sec. 12-132. Signs and handbills Distribution.
(a) Handbills, newspapers or other circulars may be offered or distributed within the boundaries of Kensington Metropolitan Park only by passing them hand-to-hand; such distribution will be allowed only in automobile parking lots, unless other areas for such distribution are designated by the authority.
(b) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-133. Same Posting.
(a) No person shall post, fasten, paint or affix any placard, bill, notice or sign upon any structure, tree or automobile within the boundaries of Kensington Metropolitan Park, except that temporary directional signs for group picnics or events may be placed on signposts designated for such purposes by the authority and must be removed at the conclusion of the event.
(b) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-134. Unlawful fires.
(a) No person shall start or maintain a fire within the boundaries of Kensington Metropolitan Park, except in picnic stoves, fireplaces or spaces provided for such purpose.
(b) No person shall dump any burning material or hot ashes into any trash containers or elsewhere within the boundaries of Kensington Metropolitan Park unless such container or locality shall be marked as a receptacle for such material.
(c) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-135. Closing of park.
(a) No person shall enter or remain in Kensington Metropolitan Park, after the posted closing hours except by written permission of the authority.
(b) No person shall use or occupy any area or facility in the Kensington Metropolitan Park when such area or facility is closed to the use of the public by order or [of] the authority and such order has been announced to occupants of such area or facility orally or by posted notice, or the case of closing the entire park by the closing of the park entrances.
(c) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-136. Control of pets, horses, livestock.
(a) No person shall bring into, or have in his possession or control within the boundaries of Kensington Metropolitan Park any dog or pet unless such dog or pet shall be kept on a leash not over six feet in length and under the immediate control of some responsible person.
(b) No person shall bring into, or have in his possession or control any dog or pet, in any area of Kensington Metropolitan Park except in picnic areas and other areas designated by the authority by posted notices, provided that this subsection shall not apply to leader dogs for the blind or to dogs under the control of the authority.
(c) No person shall ride or lead any horse within the boundaries of Kensington Metropolitan Park, except in areas designated by the authority.
(d) No person shall permit or allow the running at large, herding, grazing or driving of any livestock of any kind within the boundaries of Kensington Metropolitan Park.
(e) A person who violates any provision of this section is responsible for a municipal civil infraction, subject to payment of a civil fine as specified in section 1-10 of this Code, plus costs and other sanctions, for each infraction. Repeat offenses shall be subject to increased fines as provided by section 1-10 of this Code.

Sec. 12-137. Alcoholic liquors.
(a) It shall be unlawful for any person under the age of 21 years to possess, transport into or within, or have under his control within the boundaries of Kensington Metropolitan Park, any alcoholic liquor.
(b) No person shall sell or furnish any alcoholic liquor to any person under the age of 21 years within the boundaries of the park.
(c) No person shall have in his possession within the boundaries of Kensington Metropolitan Park any alcoholic liquor stronger than beer or wine.
(d) No person shall have in his possession within the boundaries of Kensington Metropolitan Park any alcoholic liquor during times when the same is prohibited by posted notices.
(e) No person shall consume any alcoholic liquor within the boundaries of Kensington Metropolitan Park except in picnic areas.

Sec. 12-138. Commercial activities.
No person or organization other than the authority, its hirees and licensees shall, within the boundaries of Kensington Metropolitan Park, advertise, offer for hire, vend or sell any service, food, beverage, merchandise or other personal property or advertise, carry on or conduct any other business or commercial activity, nor shall any person or organization beg or solicit contributions or donations within the boundaries of Kensington Metropolitan Park.

Sec. 12-139. Off-the-road vehicles and motor-driven cycles.
No person shall operate, or have in his possession within the boundaries of the Kensington Metropolitan Park any bicycle or off-the-road motor-driven vehicle, including by way of example but not by way of limitation, any minibike, moped, motorcycle, dunemobile, snowmobile, converted snowmobile, all-terrain vehicle, amphibious vehicle or similar motorized device; provided, that bicycles, motorcycles and other motor-driven vehicles lawful for operation under the Uniform Traffic Code may be used to provide transportation to the park if promptly parked in a designed parking lot upon arrival or if operated on the surfaced area of a roadway excluding any roadway posted for use of authorized vehicles only; and provided, further, that bicycles may be used on designated bicycle paths.

Sec. 12-140. Preservation of property and natural resources.
(a) No person shall injure, deface, disturb, befoul nor in any manner destroy or cause to be destroyed any portion of Kensington Metropolitan Park or any facility building, sign, structure, equipment, utility or other property found therein.
(b) No person shall dig for, remove, injure or destroy any tree, flower, shrub, plant or growing thing or any wildlife, except as otherwise provided by law, or any rock, mineral, artifact or other material within the boundaries of Kensington Metropolitan Park without written permission from the authority.

Sec. 12-141. Musical instruments, radios, record or tape players and sound amplifying devices.
No person shall without a written permit issued by the authority operate or play any musical instrument, radio, mechanical record or tape player, loudspeaker, public address system or sound amplifying equipment of any kind within the boundaries of Kensington Metropolitan Park in such a manner as to cause the sound emanating therefrom to exceed a loudness of 75 decibels when measured on the 70 db scale at a distance of 15 feet from the sound source.

Sec. 12-142. Receipt of service, privilege or license without payment of fee.
Where a fee or charge is requested for any service, privilege or license offered by the authority or its licensees within the boundaries of Kensington Metropolitan Park including vehicle entry, no person shall obtain, or attempt to obtain such service, privilege or license without payment of such fee or charge and compliance with all requirements of any permit pertaining to such service, privilege or license; provided that requirements of vehicle entry permits shall include permanent affixation to the vehicle in accordance with instructions.

Sec. 12-143. Disorderly conduct.
(a) No person shall engage in any drunken, loud, boisterous, disorderly or indecent conduct, nor shall any person or group of persons commit or engage in any assault or other activity which shall endanger or annoy other persons or disturb the peace or good order within the boundaries of Kensington Metropolitan Park.
(b) No person shall within the boundaries of the park:
(1) Intentionally expose the male or female buttocks or genital areas or the female breast; or
(2) Observe or attempt to observe persons of the opposite sex while occupying a bathhouse or restroom facility.
(c) No person shall within the boundaries of the park:
(1) Obstruct, resist, hinder, assault or oppose any ranger, ranger aid, ordinance officer, township officer or sheriff deputy in the performance of his official duties; or
(2) Provide or furnish false identification concerning himself or herself to any ranger, ranger aid, ordinance officer, township officer or sheriff deputy engaged in the performance of his official duties; or
(3) Remain within the boundaries of the park after being requested by a ranger, ranger aid, ordinance officer, township officer or sheriff deputy in the performance of his official duties to leave the park for violation of a rule or regulation of the authority.

Sec. 12-144. Large group events.
No person shall hold or conduct any organized picnic or activity, field day, carnival, concert, address, rally, dramatic presentation or the like at which more than 50 persons are in attendance or can reasonably be expected to be in attendance in Kensington Metropolitan Park unless a permit for such event has first been granted by the authority and the event is conducted in compliance with the conditions of such permit.

Sec. 12-145. Launching watercraft.
The launching of all watercraft within Kensington Metropolitan Park shall be restricted as follows:
(1) No motorboat shall be launched and operated within the metropark unless such motorboat shall be registered and marked in accordance with the laws of the state governing the registration of watercraft.
(2) No person shall put in the water or launch any watercraft except at designated launching sites.
(3) No person shall leave a watercraft on the water within the park or the shoreline thereof between the hours of 11:00 p.m. and sunrise except by the permission of the authority. Watercraft left on the water or shoreline of the park in violation of the foregoing provision may be towed away and stored at the owner's expense.
(4) No person shall operate any watercraft at a speed in excess of ten miles per hour or within any marked swimming area except when operating as lifeguard patrol or rescue craft.
(5) No person shall launch or use a rubber raft, diving raft or other floating device within the park except in designated swimming areas.
(6) No person shall operate an airplane in such a manner as to land or take off from the water or ice surface on Kent Lake.
